Keeping fabrication in-house is what stops a job from stalling. A weldment can be fabricated and then machined without leaving the site, so the datum surfaces end up where the drawing says rather than where the distortion left them.

It also means fit-up problems get caught by the person who has to weld it, instead of being discovered by a customer three weeks later.
